To find that Display setting, I actually had to look within the Power profiles settings. That was probably the first sign my PC was too old.

Next, I tried getting a new Display driver and eventually a new graphics driver. Windows kept telling me I had the latest drivers, so I went to the Dell site.

I went to the Dell support site and asked it to automatically tell me what drivers needed updating. I had to log in as Admin as opposed to trying to run the updater as a user, and then supplying the Admin password when it asked for it. Finally, I told Windows to remove its Creator update and go back to the prior version.
